He's a re-issue version of the 1933 comedy short "Mickey's Race", AKA "Mickey's Derby Day", starring the multi-talented Mickey Rooney. This short film was apparently the last film in the "Mickey McGuire" series. Please forgive the annoying way the DVD publisher put their logo in the corner during the credits.
